It is recommended that the player quick saves at this point. They are likely restricted areas which cannot be accessed by the player without getting a Wanted Level. During the second hunting mission Fair Game given by Cletus, one can easily run from the hunting grounds and towards the Fort, being able to explore all of it without there being any hostile soldiers. Ideally, you want to try to land in between the two outer fences, which line a concrete road that circles the entire base. However, there is a glitch to get in the military base with no stars. thats the point! post the location i stop progress thats that! just say you found it! Behave, and you'll have the run of the base. The military base is listed as "Lago Zancudo" on this nice satellite view depiction of GTA 5's map, and it's just south of the North Chumash beach.
