Click "Mod Settings" and configure mods as you'd like in there as well.
At the main menu, go to options and configure as you like. At the top, click the button "Run War of the Chosen". HINT: Hit ctrl-A and check one of them to check all at once! Click the checkboxes at the left to enable every mod in the list. Navigate and add from "Steam\steamapps\common\XCOM 2\XCom2-WarOfTheChosen\XComGame\Mods". When asked, choose to install for XCOM 2. 
This will be how you launch the game from now on. Make a shortcut for "XCOM2 Launcher.exe" and pin it to your taskbar.

If the Mods folder does not exist, create it and unpack there.
